Assistant Chief of Staff for Installation Management

LTG Gwen Bingham is the Assistant Chief of Staff for Installation Management. She assumed these duties on June 30, 2016.

LTG Bingham graduated with a General Business degree and as an Army ROTC Distinguished Military Graduate from the University of Alabama in 1981. She was commissioned a Second Lieutenant in the Quartermaster Corps. She holds Masters Degrees from Central Michigan University and the National Defense University.

Her military schooling includes the Quartermaster Officer Basic and Advanced Courses; Combined Arms and Services Staff School; Army Command and General Staff College; the Army Inspector General Course; Industrial College of the Armed Forces and the CAPSTONE General and Flag Officer Course.

LTG Bingham has served in a myriad of staff and leadership positions throughout her career from Platoon Leader to Two-Star Commanding General. She has deployed in support of Operations Iraqi Freedom and Enduring Freedom, and has served in assignments both in CONUS and overseas. LTG Bingham served as the 51st Quartermaster General of the United States Army and Commandant of the U.S. Army Quartermaster School, Fort Lee, Virginia; Commanding General, U.S. Army White Sands Missile Range, New Mexico, and Commanding General, Tank-automotive and Armaments Life Cycle Management Command, Warren, Michigan.

LTG Bingham is the recipient of numerous military awards including the Distinguished Service Medal (with 1 Oak Leaf Cluster); Defense Superior Service Medal; Legion of Merit (with 2 Oak Leaf Clusters); Defense Meritorious Service Medal (with Oak Leaf Cluster); Meritorious Service Medal (with 3 Oak Leaf Clusters); Joint Service Commendation Medal; Army Commendation Medal (with Oak Leaf Cluster); Army Achievement Medal and numerous campaign and service medals.

Secretary of the Army

Ryan D. McCarthy was unanimously confirmed by the U.S. Senate and appointed as the 33rd Under Secretary of the Army, Aug. 1, 2017. He served as the Acting Secretary of the Army from his appointment until Nov. 16, 2017. The Under Secretary of the Army is the Secretary of the Army's senior civilian assistant and principal adviser on matters relating to the management and operation of the Army, which includes development and integration of Army programs and budget. He is responsible for the effective and efficient organization of the Army's operations and initiatives for the business transformation of the Army.

Prior to his confirmation, McCarthy worked for Lockheed Martin Corporation in sequential vice president roles responsible for the sustainment, customer solutions and program integration of the F-35 Joint Strike Fighter program and the company's global security policy.

McCarthy previously served as the special assistant to the 22nd Secretary of Defense Robert Gates, under Presidents Bush and Obama, where he advised as the secretary's representative to the White House, Congress, National Security Agencies and other Foreign Governments. He also served as the special assistant to the under secretary of defense for Acquisition Technology and Logistics and was responsible for policy development and coordination with the joint staff and uniformed services acquisition leaders on procurement and supply chain management policies. He also served as a professional staff member in the U.S. House of Representatives Committee on International Relations. Prior to his legislative experience, from 2002 to 2005, he worked for the Hong Kong Shanghai Banking Corporation as their Vice President of Commercial Financing.

McCarthy proudly served in the U.S. Army from 1997 to 2002 and was involved in combat operations in Afghanistan in support of Operation Enduring Freedom with the 75th Ranger Regiment, U.S. Special Operations Command.

He holds a Bachelor of Arts in History from Virginia Military Institute and a Master of Business Administration degree from the University of Maryland's Robert H. Smith School of Business.

McCarthy and his wife have been married for over 10 years and have one daughter.

General Mark A. Milley assumed duty as the 39th Chief of Staff of the U.S. Army August 14, 2015 after most recently serving as the 21st Commander of U.S. Army Forces Command at Fort Bragg, North Carolina.

A native of Winchester, Massachusetts, General Milley graduated and received his commission from Princeton University in 1980. He has had multiple command and staff positions in eight divisions and Special Forces throughout the last 35 years.

He has served in command and leadership positions from the platoon and operational detachment alpha level through Corps and Army Command including the 82nd Airborne Division and the 5th Special Forces Group at Fort Bragg, North Carolina; the 7th Infantry Division at Fort Ord, California; the 10th Mountain Division at Fort Drum, New York; the 2nd Infantry Division in Korea; the Joint Readiness Center at Fort Polk, Louisiana; the 25th Infantry Division at Schofield Barracks, Hawaii; the 101st Airborne (Air Assault) at Fort Campbell, Kentucky; and the 1st Cavalry Division and 3rd Infantry Division in Baghdad, Iraq.

He commanded the 1st Battalion, 506th Infantry, 2nd Infantry Division; the 2nd Brigade, 10th Mountain Division; served as the Deputy Commanding General for the 101st Airborne (Air Assault); and served as the Commanding General for 10th Mountain Division. While serving as the Commanding General, III Corps and Fort Hood, he deployed as the Commanding General, International Security Assistance Force Joint Command and Deputy Commanding General, U.S. Forces – Afghanistan. Additionally, he served on the operations staff of The Joint Staff as the J33/DDRO, and as a Military Assistant to the Secretary of Defense at the Pentagon.

His operational deployments include the Multi-National Force and Observers, or MFO, Sinai, Egypt; Operation JUST CAUSE, Panama; Operation UPHOLD DEMOCRACY, Haiti; Operation JOINT ENDEAVOR, Bosnia-Herzegovina; Operation IRAQI FREEDOM, Iraq; and three tours during Operation ENDURING FREEDOM, Afghanistan. He also deployed to Somalia and Colombia.

General Milley's education includes a Bachelor's Degree in Political Science from Princeton University, Master's Degrees from Columbia University (International Relations) and from the U.S. Naval War College (National Security and Strategic Studies). He is also a graduate of the MIT Seminar XXI National Security Studies Program.

General Milley and his wife have been married for more than 30 years and have two children.

Sgt. Maj. of the Army Daniel A. Dailey, U.S. Army retired, joined the staff of the Association of the U.S. Army, where he serves as vice president of Noncommissioned Officer and Soldier Programs.

A native of Palmerton, Pennsylvania, Dailey enlisted in the Army in 1989 and attended basic training and advanced individual training as an 11B (infantryman) at Fort Benning, Georgia. During his career, Dailey held every enlisted leadership position in the mechanized infantry, ranging from Bradley Fighting Vehicle commander to command sergeant major. Dailey has served with the 1st, 2nd, 3rd and 4th Infantry Divisions stateside and overseas. In March 2009, he was selected as the 4th Infantry Division command sergeant major, where he served as both the command sergeant major of Fort Carson, Colorado, and U.S. Division‐North, Iraq. In 2011, Dailey was selected to serve as the command sergeant major of the U.S. Army Training and Doctrine Command (TRADOC). Dailey was sworn in as the 15th sergeant major of the Army on Jan. 30, 2015, and relinquished the position on Aug. 9, 2019.

In addition to four tours in support of Operations Iraqi Freedom and New Dawn, Dailey deployed in support of Operations Desert Storm and Desert Shield. He earned the Bronze Star with Valor for his leadership during the 4th Infantry Division’s two‐month Battle for Sadr City in 2008. 

Dailey is a graduate of class 54 of the U.S. Army Sergeants Major Academy and the Command Sergeants Major Course. Dailey holds a Bachelor of Science (Summa Cum Laude) from Excelsior College.

Dailey has been married to his wife, Holly, for 26 years. They have one son, Dakota.

Deputy Assistant Secretary of Defense for Military Community and Family Policy

Mrs. Patricia “Patty” Barron was appointed as Deputy Assistant Secretary of Defense for Military Community and Family Policy in January 2021.

Mrs. Barron is currently responsible for a broad portfolio that includes policy, advocacy, and oversight of all community support to service members and their families, including quality-of-life issues; key legislative and policy issues affecting military families; family, child, and youth programs; the Military OneSource program and non-medical counseling resources; military spouse career advancement; morale, welfare, and recreation; defense resale policy for commissaries and exchanges; and family advocacy programs. Her oversight also includes casualty and mortuary affairs, and military funeral honors.

Prior to joining Military Community and Family Policy, she served as the Director of the Family Readiness Directorate at the Association of the United States Army and supported all AUSA family programs and events by providing management and oversight to all directorate activities. Previously, she served as the Director of Outreach, Military Family Projects, at Zero to Three and also worked as the Director of Youth Initiatives at the National Military Family Association where she oversaw NMFA’s Operation Purple Camp program.

As an Army spouse for 30 years, she has been involved in myriad efforts to support military families. She served on the Department of Defense Military Family Readiness Council, Zero to Three’s “Coming Together Around Military Families” Advisory Committee, the Sesame Workshop “Talk, Listen, Connect; Phase Two” Advisory Panel, the National Child Traumatic Stress Network Advisory Board, the Child Care Aware of America Advisory Board, and the Boys & Girls Clubs of America National Military Leadership Council.

Mrs. Barron earned a Bachelor of Science in Nursing from the University of San Francisco, a Master of Science in Education from Long Island University, an Executive Certificate in Nonprofit Management from Georgetown University, and an Executive Education Certificate from The Harvard Kennedy School of Government. Mrs. Barron is married to retired Army Col. Michael Barron. They have three adult children: Michael, Megan, and Joseph; a son-in-law, Vance; and two granddaughters, Sofia and Violet.
